AS a developer, I want to be able to configure environment variables in Woodpecker
SO THAT I can update these more dynamically rather than in git

Acceptance Criteria

AS a developer
GIVEN I want to configure an environment variable for the bot
WHEN I go to the Woodpecker secrets page
THEN the bot should use these on deployment
